Napoleon Bonaparte
While Napolean eventually crowned himself Emporer Napoleon I of France and held centralized control over much of Europe, many of his governmental reforms were centered around ideas from the French Revolution. The following quote is attributed to Napoleon in 1803:
"A form of government that is not the result of a long sequence of shared experiences, efforts, and endeavors can never take root."
